Released by Taito in April 1986, *Scramble Formation* (internationally titled *Tokio*) is a vertically scrolling shooter set above the city of Tokyo. While the game centers on standard air-to-air and air-to-ground combat, its defining strategic feature is the ability to switch the player's unit formation depending on the situation. A major highlight of the game is the detailed depiction of 1980s Tokyo, which even includes the Taito headquarters. Notably, the game has an interesting historical footnote: while the initial version featured Disneyland, it was removed in subsequent releases due to various circumstances.

Story

In 19XX, a giant meteorite struck Earth, and mysterious flying objects suddenly attacked the major metropolis of Tokyo, paralyzing its capital functions. At the request of the Japanese government, the UN decided to deploy the "Bi-Plane," a state-of-the-art fighter jet developed in top secret. As the pilot of the Bi-Plane, you must rescue your captured comrades, form a squadron to annihilate the enemy forces, and restore peace to Tokyo. With the hangar beneath the National Diet Building as your base, a desperate battle is about to begin.
